This category also includes charitable organizations intended to help the neediest people, among whom women and children constitute the majority. Russian women's movement groups and activists 27 raise money to send sick children from across the former Soviet Union to Italy for healthcare and rest, and many zhensovety, some of which have reorganized on a private basis, like Women of Krasnaia Presnia, a former district women's council in Moscow.

12 Glasnost and perestroika swiftly altered the opportunities available to women who wished to publicly express dissent over their treatment as women in Russian society. Under Gorbachev's new policies, it became legal to assemble in public; to organize groups; to register such organizations with the state; to publish newsletters and journals; and even to start independent political parties. Under these new conditions, women's accumulated frustration over being treated as second-class citizens erupted.

Despite its ethnic basis, the group seemed open to cooperation with the city women's council (run by an Russian women's movement groups and activists 39 ethnic Russian); both groups invited each other's members to their events. The leadership of the movements in Ivanovo and Moscow was almost entirely ethnically Russian, with a smattering of Jewish,42 Ukrainian, Armenian, Estonian, and various European ancestries, which had no visible or measurable bearing on group cohesion or on intergroup cooperation.
