These transitions are commonplace in planning ventures. Work should be managed to keep the team moving toward fulfillment of its charge to complete a program plan. Planning projects are usually more demanding and difficult than expected. They frequently extend over a longer period of time than was intended at the outset, especially when the program is new for those working on it or for the organization.

Community service organizations—including governmental agencies—also call on citizen volunteers to join in these activities, such as school boards and their associated citizen advisory and parent groups. However, after plan proposals have been submitted, the work of implementation in such organizations is typically transferred to employed staff. Membership organizations of all kinds, and especially professional associations, routinely call upon the expertise and efforts of their primary members to contribute in planning projects.
